How do you use Photoshop to color pictures if you don’t have a tablet?

I don’t have a tablet, I have the simple, flip up screen, type, use finger mouse-pad Toshiba laptop. How can I use Photoshop easily to color and outline pictures?

Photoshop system requirements:

this does not mentions that it requires mouse, or graphic tablet, or keyboard, (that is not good)
check manual or help, there should be references to how to click on tools and select items from menu, assumption is that this company as well as a few others , is that users with photo editing tools, woulsd already have mouse and/tablet, and in a sense are at fault for not stating on package,
it would be advisable to buy an additional mouse at least, or for better editing, a tablet at minimum,
you can find cheap mouses at dollar stores, or walmart, and computer stores for better designs,
you may also find smaller tablets for lower prices at computer shops, for now, you would be best to acquire basic mouse for all computer functionality.
